The DPD is not justified in that it is not founded on a robust and credible evidence base and/or is not considered the most appropriate strategy when considered against the reasonable alternatives.
The DPD is not effective in that the document is not deliverable, flexible or capable of being monitored.
The DPD is not consistent with national policy.
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
1.1 New Hutton is identified as a small village/hamlet in Policy CS5 of the Core Strategy.
1.2 The settlement is one of only two new settlements specifically identified in the Core Strategy that were not previously identified in Policy H5 of the South Lakeland Local Plan. With this in mind it is clear South Lakeland District Council intend that additional housing development is accommodated in this location.
1.3 Policy CS1.2 indicates that 11% of the 8800 housing requirement is accommodated in or the edge of small villages and hamlets. The Land Allocations document proposes not to specifically allocate housing in or on the edge of small villages and hamlets but instead rely on a contribution rate. In other objections the general housing land shortfall to meet Core Strategy requirements is discussed and is not repeated here.
1.4 At this stage in the plan process it is not suggested there is a fundamental review of the Land Allocations document in terms of specifically identifying housing sites to meet the shortfall in and on the edge of identified small villages and hamlets takes place. Completions will come forward on the edge of specifically identified small villages and hamlets such as New Hutton. However should the Planning Inspector not be content with this approach then RN182 should be identified as a housing allocation within Policy LA1.3 to accommodate approximately 15 dwellings in the first phase of the plan period.
