1.1 Do you consider that the South Lakeland District Council Land Allocations DPD is legally compliant?
Yes
2.1 Do you consider that the South Lakeland District Council Land Allocations DPD is sound?
No
2.2 If NO please identify which test of soundness your representation relates to by selecting the relevant option(s) below and completing section 2.3.
The DPD is not justified in that it is not founded on a robust and credible evidence base and/or is not considered the most appropriate strategy when considered against the reasonable alternatives.
The DPD is not effective in that the document is not deliverable, flexible or capable of being monitored.
The DPD is not consistent with national policy.
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
1.1 Parkwood is an established residential park currently with 17 static caravans and lodges used for permanent residential occupation.
1.2 In response to previous submissions in relation to the Emerging Options Consultation stage the planning authority commented that:-
“It is considered the site should not be allocated for development on account of its poor relationship to existing built development/settlement.”
1.3 This is description is not agreed. Parkwood is well related to both Oxenholme and Kendal. There is a good bus service from Oxenholme Station within easy walking distance of the site as well as a train service to Kendal and Windermere to access local services and employment, with more distant locations easily accessible by rail. Even if one were to conclude the site is currently in the open countryside it would be appropriate to identify the site for built development.
1.4 It is the Objector’s view that the site is in fact a hamlet and Policy CS1.2 indicates that considerable housing growth should be accommodated in this category of settlement.
1.5 If a dwelling is defined “a building or place of shelter to live in; place of residence; abode; home” (Dictionary.com) and if a hamlet is a cluster of dwellings in the countryside then Parkwood is a hamlet.
1.6 A detailed case has been made in the context of other representations analysing the shortfall of housing provision in small villages and hamlets. For the Parkwood site it is unlikely there would be a net gain in the number of dwellings but an allocation would provide some certainty as to the future of the site and enable improved residential accommodation, including affordable housing, to be provided.
1.7 It is considered that RN235 should be identified as a housing allocation within Policy LA1.3 to accommodate approximately 20 dwellings in the first phase of the plan period.
