2.1 Do you consider that the South Lakeland District Council Land Allocations DPD is sound?
No
2.2 If NO please identify which test of soundness your representation relates to by selecting the relevant option(s) below and completing section 2.3.
The DPD is not effective in that the document is not deliverable, flexible or capable of being monitored.
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
The purpose of this representation is to:
1. Object to the proposed residential allocation site M9M2 – Mod;
2. Support, in part, the proposed residential allocation R151M.
It is noted that two main residential allocations have been identified within Milnthorpe, one to the north-west (M9M2 – Mod) and the other to the south (R151M) of Milnthorpe. Both sites have been phased across all three phases of the plan.
Story Homes understands that the landowner of the northwest proposed allocation (M9M2-Mod) is not supportive of its inclusion within the Land Allocations DPD for a number of reasons and is therefore unlikely to make the site available for development. Story Homes also considers that site R151M is a preferable site for housing for the following reasons:
• Visual amenity - Site M9M2-Mod is on land that rises significantly in nature in a sensitive location from a visual amenity perspective. It is visible from the southern approach to Milnthorpe along the A6 and will also be prominent from the westerly aspect and the Arnside and Silverdale AONB as well as Dallam Tower which is a Grade I Listed Building and Historic House;
• Land to the south of Milnthorpe is not susceptible to surface water flooding issues;
• A single larger allocation will be more economically viable than two smaller allocations which are to be phased over a 13 year period. This will ensure that the provision of affordable housing and infrastructure improvements are maximised.
Notwithstanding the above, paragraph 47 of National Planning Policy Framework (NPPF), requires deliverable housing sites (sites to be released within the first five years) to be available now for development. The NPPF further states that a developable site (years 6-15) needs to be available for, and could be developed at, the point envisaged. As the site is not available for residential development it fails to meet either criteria for a deliverable and developable housing allocation, and should therefore be removed from the Allocations DPD.
Story Homes also understands that further land surrounding site R151M to the south of Milnthorpe is available for residential development, and it is suggested that this site is expanded as a larger specific allocation to provide the required housing for Milnthorpe to compensate for the housing land which is not available to the north west of the settlement. This would ensure that Milnthorpe receives the same level of new housing to meet its needs and ensure the Land Allocations DPD is “effective” and therefore “sound” in terms of meeting the housing requirement set out within the Core Strategy. This would result in a single allocation which could provide a minimum of 155 residential dwellings to be released in Phases 1 and 2 of the Allocations DPD. Further consideration should also be given to allocating further land to the south of Milnthorpe, rather than relying upon a broad location to meet the identified shortfall in housing supply across the Key Service Centres.
It is also noted that United Utilities suggest that the Strand Pumping Station requires additional upgrading to accommodate the proposed development. We object to the standard approach taken by United Utilities which seeks to phase development to the later stages of the plan as the only solution whilst it waits for funding to up-grade the infrastructure. Story Homes’ considers United Utilities together with South Lakeland District Council should engage with the development industry with a view to see how the required infrastructure could be provided as often there are cost effective technical solutions to deliver the required up-grades without delay. We also encourage SLDC to adopt a stronger approach with United Utilities to ensure they meet their legal responsibilities to maintain and provide the required public sewer network to facilitate the level of growth required in South Lakeland, without causing significant delay to the delivery of the much needed housing.
