The DPD is not justified in that it is not founded on a robust and credible evidence base and/or is not considered the most appropriate strategy when considered against the reasonable alternatives.
The DPD is not consistent with national policy.
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
Site EN20/EN33# should be removed from the proposed allocations.
Whilst this site is situated within the Preston Richard Parish Council area it adjoins the boundary with Preston Patrick. The Parish Council submits that the development of site EN20/EN33# for employment uses would be unsustainable due to it being harmful to the landscape character and quality, and therefore contrary to one of the central principles of the Core Strategy. The Parish Council strongly disagees with the assertion in the amended Endmoor Fact File that development on this site could be seen as an extension to the Gatebeck Industrial Estate. That Estate is situated on the other side of the Peasey Beck and is screened almost totally from EN20/EN33# by existing trees. There is therefore no visual link between the two sites and development on EN20/EN33# would be visually isolated in the open countryside and intrusive. Furthermore access to EN20/EN33# is poor and the surrounding network of narrow roads, lanes and bridges is totally unsuitable, and incapable of improvement, to serve the sites to a suitable standard. Previous attempts to develop the site for a Crematorium were dismissed on appeal for these reasons and there is nothing in the Land Allocations document to justify the setting aside of this decision. There is no evidence whatsoever to suggest that Endmoor has a need / demand for a further 3 ha employment site and it is considered that this site will have limited appeal to potential developers/ tenants because of its difficult access and remote siting away from any local amenities. Indeed the South Lakeland Employment Review, produced in Feb 2012 by Lambert Smith Hampton as a background technical document to support the LDF, concludes that the development of this site should be discounted because of its poor accessibilty, lack of local amenities and likely significant landscaspe impact. The report also indicates that the potential supply of employment sites in the rural settlements to the east of the district, which includes Gatebeck and Endmoor, exceeds the projected requirements.
In conclusion there would appear to be no justification whatsoever to allocate this site for employment purposes and it should be removed from the allocations process.

2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
This site is situated within the Preston Richard Parish Council area, however its development has the potential to have adverse impacts upon the residents in the Challon Hall/ Kaker Mill areas that are situated within Preston Patrick Parish. The Parish Council made representations concerning potential off site flooding, additional traffic movements and landscape impacts in relation to the development of this site at the emerging options stage and acknowledges that the District Council has modified the scale of the development proposed. However it is still concerned about the issues of off site flooding, landscape impact and traffic movements along the narrow Dove Nest Lane and the C5077. Any scheme should design out the flooding and traffic movement issues completely and contain fully detailed landscape proposals.

Preston Patrick Parish Council has consistently over many years opposed any proposals for an employment site on land adjacent to the M6 at Junction 36 for the reasons set out in the latter part of the second sentence of para 2.49. The Parish Council strongly supports the District Council's continued opposition to any development in the vicinity of this junction.
