1.1 Do you consider that the South Lakeland District Council Land Allocations DPD is legally compliant?
Yes
2.1 Do you consider that the South Lakeland District Council Land Allocations DPD is sound?
No
2.2 If NO please identify which test of soundness your representation relates to by selecting the relevant option(s) below and completing section 2.3.
The DPD is not justified in that it is not founded on a robust and credible evidence base and/or is not considered the most appropriate strategy when considered against the reasonable alternatives.
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above. It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
Lack of allocation of site for an athletics track

In 1984 Cumbria County Council as the then strategic planning authority identified 4
Cumbrian towns/ areas which should provide 400 metre synthetic athletic tracks to
serve their surrounding population. These were Carlisle, Barrow in Furness, West
Cumbria and Kendal. The reasoning was based upon catchment population size,
geography and national and European sports provision standards. Currently Kendal is
the only one of these towns not to have a synthetic track.
Since the 1980's consecutive South Lakeland Local Plans have recognised the deficit
and have allocated sites for such. The current Local Plan allocates a site on Appleby
Rd east of Queen Katherine School. This site is suitable being of adequate size, on
flat land and adjoins a secondary school. It was supported in the consultations on the
LDF by the School, Kendal Athletics Club and Sandy lands Residents' Association.
This site is now shown on Map 1.2 as being suitable for long term housing needs.
We have failed to discover any reference to the provision for athletics in South
Lakeland in the DPD or the Council's Open Space, Sport and Recreation Assessment.
There is a strategic objective" To improve health and wellbeing assessment for all by:
• Working with partners to deliver sport and recreation schemes ...... .
• Supporting the Kendal Sports Village Project and the development oflocal
sports facilities as a legacy of the 2012 Olympics."
but nothing more.
We consider the failure to allocate an appropriate site for a synthetic athletics track to
be an inappropriate strategy when considered against a reasonable alternative, the
strategic objective and the guidance set out in PPG 17. We ask that the site on
Appleby Rd, Kendal be allocated for a 400 metre athletics track.
