I have read the guidance notes
Policy/Site No.
LA1.3 Housing Allocations - All Arnside sites
1.1 Do you consider that the South Lakeland District Council Land Allocations DPD is legally compliant?
Yes
2.1 Do you consider that the South Lakeland District Council Land Allocations DPD is sound?
No
2.2 If NO please identify which test of soundness your representation relates to by selecting the relevant option(s) below and completing section 2.3.
The DPD is not justified in that it is not founded on a robust and credible evidence base and/or is not considered the most appropriate strategy when considered against the reasonable alternatives.
The DPD is not consistent with national policy.
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
The Arnside & Silverdale Area of Outstanding Natural Beauty (AONB) Partnership has raised concerns at every stage of the Land Allocation consultation process about potential allocation of open greenfield sites in the AONB, particularly within Arnside for the reason that allocation of these sites would be detrimental to the landscape character of the AONB and of the village of Arnside.
New National Planning Policy makes it clear that AONBs are afforded 'the highest level of protection' for natural beauty. Therefore SLDC have a statutory duty to ensure that the Land Allocations DPD is consistent with this national policy. The AONB Partnership believe that SLDC should take a much more rigorous approach to ensuring the continued conservation and enhancement of the AONB by:
1. Developing a more sustainable plan in consultation with Arnside Parish Plan Trust, an organisation which is developing an alternative plan
2. Consider allocation of sites below the 0.3ha threshold, which is likely to bring forward a number of brownfield sites to help meet some of the agreed housing need
3. Seriously consider community supported options for affordable only developments to reduce the need to develop market housing in the AONB.
3.1 If your representation is seeking a change, do you consider it necessary to participate in the oral part of the examination?
YES, I wish to participate at the oral examination
