LA1.3 Housing Allocations - R675M-mod HOLME WEST OF BURTON ROAD
2.1 Do you consider that the South Lakeland District Council Land Allocations DPD is sound?
No
2.3 Please give details of the change(s) you consider necessary to make the South Lakeland District Council Land Allocations DPD sound, having regard to the test you have identified at question 2.2 above.
It would be helpful if you could state your proposed change to the DPD and the reasons why you think it is necessary.
Following discussion with SLDC, Holme Parish Council considered that the allocation of 49 houses (including affordable houses) on Milnthorpe Road was acceptable. It is noted that the allocation to this site is now 73 (including affordable housing). The Parish Council considered that this site alone would fulfil the need for additional housing in Holme, especially as this area has easy access to recreation areas, etc. It is noted that the final draft includes a further 59 houses on the site at Station Road. This additional housing raises severe doubts as to the capacity of the Water Treatment Works, especially bearing in mind the additional industrial development planned for the village and also the number of houses and industrial development allocated to Burton-in-Kendal. It should be noted that the Water Treatment Works also includes the M6 Service Area.
When the original planning application was put forward for Canal Close (Burton Road) very definite doubts were expressed as to the suitability of a major junction in this area. This access would be made much worse by the addition of the proposed site at Station Road which exits onto Burton Road.
The main and side roads in Holme are already under severe pressure from both private and commercial traffic and this, taking into account the number of houses and the proposed industrial development, recommended in the final draft will make this situation even more unsustainable.
The Parish Council can see no provision, nor indeed room for provision, of additional services which may be required in the village
Holme Parish Council has, over the last four years, spent a considerable amount of time and effort in providing information to SLDC so that a sustainable amount of development could be agreed. Therefore, the Council is extremely disappointed to be informed that the total number of dwellings has been increased considerably and would recommend that the Station Road site is eliminated from the proposals.
