R129 is an important site regarding Biodiversity. In Appendix 2 you have identified Sensitive Species and various Key Species which inhabit this area. I know that there are badger setts in the area and I have seen them in the early hours of the morning.
With regards to the setting of this landscape, R129 is very sensitive and close to the National Park boundary. The National Park has been designated primarily due to its special landscape qualities and the setting of the National Park is also an important consideration especially with its possible World Heritage status. Developments at such a close proximity will be visible looking both towards the National Park and from the National Park looking into Kendal. These green fields act as a barrier between the National Park and Kendal town allowing a gentle and soft buffer between urban development and the Kendal bypass and onto the countryside and Scout Scar. The Housing and Landscape Study (Consultation supporting document folder) has stated that: 'Extension of the housing to the A591 will impact on the character of the landscape' which you have already stated is 'of high quality features relating to topography and biodiversity' (Land Allocations DPD).
In relation to other housing estates in Kendal, this site would be the forth estate built in this area as well as three existing tiers of estates: Kirkbarrow, Vicarage Park and Underwood and will increase the already overgrown urban sprawl in this area building one estate practically on top of another. These greenfields are important breathing spaces between the housing estates and should be treated as such.
The roads and transport infrastructure in this area are not suitable (also recognized by yourselves in Appendix 1 of the Land Allocations DPD) and will not support an increase in traffic caused by a new housing development. The roads in this area especially between the bypass bridge and the quarry are not suitable. The roads are unfit due to their narrow width and alignment (sharp bends)and the likelihood of dangerous accidents can definitely be expected if there is an increase of traffic. I have lived in a house for nearly 30yrs on Underbarrow Road, between the bypass and the quarry and endured several near misses/ accidents usually caused by speeding oncoming vehicles whilst trying to exit our driveway. Traffic accidents are at least twice annually ranging from near misses to collisions with other vehicles or walls either side of the road. There would need to be a major restructure of the highways in this area, if the housing development was to go ahead. If the private slip road cannot be used to release traffic onto the bypass, then Underbarrow Road will be inundated with vehicles. The road affected by this development also provides a well used route to the Scar used by walkers and cyclists and access to Rights of Way at Boundary Bank and other ROWs nearby so these should also be factored into the final decision.
Close proximity to the Kendal Fell Landfill site is also an issue. The Landfill emits methane and an EU Directive 1999 states that landfill sites should be 500metres away from residential areas.

The siting of the proposed land at E33 is in a very sensitive and prominent place. The field which has been put forward is considerably higher than the nearby brownfield site E34. This site will be visible from Scout Scar and the A591. It is also directly adjacent to the National Park boundary which conflicts with the 'setting' of the National Park. In the Housing and Landscape Study (Consultation supporting document folder) it states 'The A591 is not visible over a local ridgeline and development should not extend up towards the ridgeline to become visible in views from this main route into the central Lake District'. The study also recognizes that the landscape of these fields are 'generally steep and impedes development'. If the area is landscaped in order to disguise the development, then will this not appear as an being 'obvious and clumsy' addition to a beautiful view looking out of Kendal? Being next to a drop in the quarry face, is this piece of land structurally sound to build upon?

The site will require a lot of work to make it feasible, especially concerning access to Underbarrow Road. Is all this work and cost is required to make this very small site operational, is it really necessary when there are probably more suitable and bigger potential sites already?
Finally, I would like to comment on the direct effects of the combinations of R129, E33 and SL1B (Household Waste and Recycling site, Kendal Fell Quarry) if they where all developed. I realise that it is appropriate to only comment on each proposal individually, but a combination of traffic generated by all these sites will have a huge impact upon not only Underbarrow Road, but all the major town roads which will be used to reach the sites, especially the Household Waste. If the Household Waste site has been allocated (I still feel there could be more appropriate and more easily accessible sites for the HWRC) perhaps it would be prudent to accept this initially to measure the amount of traffic before allocating Housing or Employment sites.
