1. Paras 4.5 and 4.6 of the Land Allocations Document are contradicted by this proposal. The development strategy and boundary is not retained and the gap between Grange and Allithwaite is effectively closed. The attractive approach to Grange from Allithwaite through open country would be lost. The retention of a trianlge of land at the junction of Kirkhead Road with Allithwaite Road would do nothing to mitigate this. The present boundary to the Grange urban area is set by Greaves Wood and Greaves Wood Lane, a firm physical feature and a clear visual stop.
2. The site is an important part of a green wedge stretching from Hampsfell to Humphrey Head via Wart Barrow and the woodlands at Kirkhead and Abbots Hall. This green wedge, between the national park and the coast, is only interrupted by the non-conforming ribbon development along Kirkhead Road and Jack Lane. The proposed development should not be seen as infilling between existing housing but rather as consolidating an undesirable intrusion into open country.
3. Apart from its role in this wider green wedge, the site is itself high quality landscape which should be retained. Para 4.17 is misleading to suggest that landscape impacts can be minimised.
4. It is surely an error to include in the list of possible land uses B2 General Industry which is, by definition, unacceptable in a residential area.
5. Growth in Grange is desirable to suport its role as a service centre, subject to issues of access being addresssed. However, the principles established in the Core Strategy have to be considered against the planning contraints of developing individual sites. Put simply, the environmental cost of developing this site is not justified by achieving the housing and employment land targets for Grange, particularly when the housing allocations in Grange asre only predicted to yield and average of 30 dwellings per ha.

Draft Policis G6 and LSC-K7 identify a green gap between Kents Bank and Allithwaite. The size and location of the area proposed is totally inadequate for achieving the objective of maintaining visual and functional separation. This is particularly relevant as the plan would result in the loss of the limited separation between Grange and Kents Bank.
