Please explain your reasons
With one exception, I support the Kendal Town Council submission on the LDF in relation to these sites. There are concerns in that submission that relate to traffic and water run-off. These are concerns that I share and that have been repeated in conversations by several residents of Greenside. I, and other residents, are particularly concerned with the implications for traffic in Greenside, Tenterfell, Beast Banks, Gillingate, and Lowther Street.
There are other reasons I consider these lands as having low potential suitability for development, and these have been described in other submissions. I would particularly reference the submission of Mrs Margot Harvey.
In this submission, I will focus on the proximity to a Landfill. ( This is my exception to the KTC report, that does not mention landfills)
The effect on human health of living close to a landfill has been the subject of much research. I would draw the Council's attention to the 2000 study by the London School of Hygiene and Tropical Medicine. I would also reference the EU directive on the subject, adopted by the UK Government. While I do not believe there is any current danger to Greenside residents, the land proposed for development is much nearer and in one case directly below the landfill.
I would also draw attention to planning application 2011/0219. ( This is for an open air construction near the landfill). There is a contamination report accompanying that application which describes three sources of contamination. The risks are rated as moderate to low, but it goes on to conclude that the risks associated with the building of the proposed structure are acceptable provided there are no enclosed spaces. Building in E33 and R129M would have enclosed spaces.
