The land owner understandably still requests consideration for development. The approximately 3.6 Ha. site could contribute around 100 dwellings at the Plan average density. Reference is made to the Plan selection criteria as follows:
The sequential approach has resulted in nearly all the preferred sites being greenfield. Site MN22 is no different, and is just as well located for the principle service centre of Kendal. The topographical impact would be much less than many preferred sites because the housing would be relatively well visually concealed in a minor valley and by tree belts including the one within the site along Singleton Parks Road. Vehicular access directly off the road could include a safety and free flow improvement by way of a mini island at the junction with Park Side Road. A significant contribution for affordable housing could be made from the development.
Nearly all the site is free of flood risk, the beck fringes being suitable for open space and accommodating temporary surplus surface water. Any necessary contribution to upgrade of waste water treatment would be made too. Car transport to town services would not be essential given the short walk to the frequent Larch Grove bus circular.
Allocation would help balance the distribution of housing sites around the town, all the more important on this eastern side owing to the local community's opposition to the preferred site fronting Castle Green Road and rear of Oak Tree Road (R121M).
At the detailed level, the setting of the listed Parklands would be safeguarded within its own grounds and by supplement of the boundary landscaping. There are no other neighbours to adversely affect, unlike many of the preferred sites.
If the planning authority is not keen on this comprehensive residential development, then an element of employment (office ie use class B1a) could be a solution, not disimilar to your designation R97M at Natland Mill Beck Farm.
