I have difficulty in understanding why RN109M has been selected as an emerging option, because of its close proximity to the busy A590 trunk road. In the event of development taking place, the future residents will be subjected to severe levels of noise and air pollution resulting from the constant high volume of traffic using this road.
Surprisingly, several other offers of land of similar proportions, around Swarthmoor, that would be unaffected by the A590, seem to have been rejected. It would seem that RN109M has been assessed as an area of virgin, flat, easily developed farmland that will readily attract the interest of developers, rather than giving consideration to the quality of life to be had by the eventual residents.
However, given that the decision has been taken and using my experience of living for some years in an identical situation on the opposite side of the A590, I would hope that consideration will be given to the following:-
• The houses should be built as far from the A590 as is possible within the scheme requirements, to reduce the effects of the traffic on residents. Traffic noise reduces drastically as distance from the road increases.
• No individual property should share a boundary with the A590, to ensure that the existing traditional hedgerow remains in common ownership and is maintained to its current, uniform standard. Failure to retain the existing boundary will result in differing standards of maintenance and deterioration in the overall appearance of the approach to Ulverston.
• Open public spaces should be established between the houses and the A590, in a way similar to that existing on the Persimmon development of the extension to Trinkeld Avenue.
• Presumably, access to the development will be via Cross a Moor Lane so consideration should be given to the improvements needed to the junction with the A590 at Cross a Moor. This, even now, is an extremely difficult junction to negotiate safely, particularly when turning towards Barrow and the additional vehicle movements generated by around ninety houses, will create serious problems for drivers.
Finally, in my personal view as an existing resident of Swarthmoor, this is not the best available location for a housing estate and the A590 should have been retained as a natural boundary, rather than be incorporated within the village. The houses already on the other side of the A590 from the main village, have been there for many years and were built before the current traffic volumes obtained.

In my view R686SW is by far the most suitable site in the Swarthmoor area for housing development. It would support a similar number of houses to that allocated to RN109M but would have none of the disadvantages associated with RN109M.
The busy A590 would have absolutely no impact and there would be no access problems because traffic heading towards Ulverston would simply use Urswick Road, as is already the case and therefore there should be no need for anyone to attempt the right turn, at the difficult Cross a Moor junction, onto the A590.
Also, the existing properties on Park Road have restricted views because of the high stone wall so would not suffer unduly from this development and the steep bank at the South East end of the site would effectively screen the development from the Urswick Road direction.
It is so blindingly obvious that this is the best site that I would be interested to know why it has not become am emerging option.

My initial response dated 23 February 2011, was made under the misapprehension that the decision to develop this site had already been taken. I've since been informed by the planners that this is not the case and I now wish to comment as follows:-
A housing development at RN109M would be totally isolated from the main village due to it being on the wrong side of the extremely busy A590 trunk road. To even consider creating such a situation is ludicrous beyond belief.
I understand that national guidelines have been used to establish the suitability of this site but I do not believe those guidelines would encourage the creation of a community divided by a trunk road. Indeed I would expect just the opposite to obtain and I suspect the presence of the road has not been taken fully into account.
In particular children will be restricted to their own estate because responsible parents will not allow them to negotiate this dangerous road, without supervisiom, to reach friends and facilities in the main village.
I respectfully suggest that the planners have made a mistake in this case and should seriously reconsider their decision. The best way to recover the situation would be to remove the emerging option status from this particular site at the earliest opportunity and reconsider some of the alternatives in particular R686SW.

RN105 has ongoing drainage issues but the architect representing the landowner has posted on here that these problems are surmountable. If this is the case then it would be of great benefit to all the residents on the north side of Main Road who have endured flooding for many years to have the matter resolved. Also, there have been occasions when the road itself has been flooded so it would benefit the many motorists who use this road to have the drainage sorted out once and for all.
For this reason I believe that sites RN105 and RN106 should be considered as emerging options.
It goes without saying that there would be none of the disadvantages associated with the increasingly unpopular site RN109M.
