I would like to make 4 points about the emerging options for building development in Allithwaite.
1) The local need for 80 new homes?
Whilst there is a need for affordable homes in the village I query the need for a total of 80 new houses when there are approximately at present 25 houses for sale in the village. Where is the local need therefore for homes other than those that are affordable? There also needs to be a further discussion on what is meant by ‘affordable’.
2) Why large developments?
To build a development of 40 houses in one area creates a more urbane feel to a village that has grown gradually in keeping with its rural surroundings. Smaller developments spread around the village, as proposed by Allithwaite Steering Group, and in agreement with landowners, would enable the village to continue to grow in harmony with the rural environment. More importantly by encouraging local builders, rather than developers from outside the area, to construct the buildings in the smaller developments, it will support the local economy and ensure sustainability which is one of the main objectives of the South Lakeland Local Development Framework.
3) Use of Green Space outside village?
The two fields in question which are numbered R69M:
• are green space
• are outside the village development boundary
• are typical rural village pastureland
• with dry stone walls
• have a well-used public footpath running through both fields.
All the above points would question why they have been chosen as emerging
options. In addition the fields are at the entrance to the village from the historic village of Cartmel and a substantial development at the entrance to the village would have a detrimental visual impact for the many visitors to the area.
4) Practical issues such as infrastructure
A previous planning application for one of the fields R69 was rejected due to
"The sewerage and sewage disposal arrangements for the village are not adequate to serve additional development" but more importantly "The approach road (Wartbarrow Lane)is inadequate to cater for the increase in vehicular and pedestrian traffic which would result from the proposed development."
The three routes out of the village from the site are Wartbarrow Lane, Church Road and Cartmel Road. It can be expected that with 40 houses there will be at the bare minimum 40 extra vehicles attempting to make their way out of the village via Wartbarrow Lane (a single track lane), Cartmel Road (single track in some places) and Church Road (the main road running through the village which takes all the traffic from other developments in the village and on which is sited the village school.) Church Road is also the only place to park for many houses situated on that road.
Further considerations will have to be given to the capacity of the school, public transport, health care and the impact on the environment for example with additional street lighting and exhaust fumes. All of the above practical issues must be taken into account with the impact of the other proposed emerging option, site R343M, approximately 50 metres in distance from R69M and therefore with a similar amount of housing proposed we are looking at doubling the above impact.
